The one child policy in China is being discussed. A law lecturer had a second child, and was fired from his job. It is also discussed whether the law should be changed because scholars and the public all thought that giving birth was a basic right and should not be punishable.

What are they 'overdoing'? I don't understand the new thought that it should change, and why should the replacement level be 2.1?
